PRESIDENT Muratbek Imanaliev
Co-founder of the Institute for Public Policy, Ambassador Muratbek Imanaliev is an Associate Professor at American University-Central Asia. He served as Minister of Foreign Affairs of the Kyrgyz Republic from 1991-1992 and 1997-2002, and as Ambassador of the Kyrgyz Republic to the People's Republic of China from 1993-1996. As one of Kyrgyzstan's most experienced diplomats, Muratbek chairs the Public Commission on Foreign Policy under the Ministry of Foreign Affairs of the Kyrgyz Republic. Muratbek provides regular expert commentary on the politics of Kyrgyzstan and Central Asia.

 


DIRECTOR GENERAL
Chinara Jakypova
Professor Chinara Jakypova, co-founder of the Institute for Public Policy, holds a PhD in history from Moscow State University. She has worked in the public sector as well as in non-governmental organizations. In the early 1990s, she worked as Minister of Education of the Kyrgyz Republic. Later, she founded and headed the Institute for Strategic Studies and Politika newspaper. From 1994-1996, she worked as executive director of the Soros Foundation – Kyrgyzstan; from 1996-1999, she served as the chairperson of its board of trustees. In 1999-2000 Professor Jakypova took a sabbatical to write her book Confiscation of Life. From 2000-2005 she was the Institute for War and Peace Reporting’s country director for Kyrgyzstan.

Ludmila Orlova
Ludmila's extensive professional experience includes working for "B. Jacobs-Audit", Soros-Foundation in Kyrgyzstan, Delo No. newspaper and others before joining IPP. Her training in accounting includes courses from Price Water House, International Accounting Standards (IAS) courses in Budapest, "Carana" Corporation (USAID) in Bishkek. Ludmila has thorough knowledge of "Accountancy 1 C", "Ariadna on International Accounting Standards" programs.

 Ishenbai Abdurazakov

Ishenbai Abdurazakov is a chairman of the Supervisory board of the Political Research Public Foundation ‘Future Project’, former State Secretary of the Kyrgyz Republic. Has diplomatic rank of Extraordinary and Plenipotentiary Ambassador of USSR, Extraordinary and Plenipotentiary Ambassador of the Kyrgyz Republic.  Awarded by the Certificate of Honor of Presidium of the Supreme Soviet of the Russian Soviet Federative Socialist Republic, Certificate of Honor of the Kyrgyz Republic, Pushkin Medal (Russia). Author of 3 books, author of more than 100 articles published in periodicals and newspapers of Russia, Japan and Kyrgyzstan. President of the Kyrgyz-Japan public union, member of the Board of Trustees of American University of Central Asia.


Valentin Bogatyrev

Valentin Bogatyrev is a candidate of historical science, director of the analytical consortium “Perspektiva”, vice-president of Central Asian intellectual fund “Vostok”. Former Director of the International Institute for Strategic Research under the President of the Kyrgyz Republic, former assistant of the President of the Kyrgyz Republic. He took up the post of a deputy minister of education of the Kyrgyz Republic, worked as a director of Central Asian School of cultural policy, and as a director of the Institute of ethnic policy. Currently Mr. Bogatyrev is a chairman of the Board of Trustees of European Club of Kyrgyzstan. Valentin Bogatyrev is an expert in government administration, foreign policy and national security.


Filip Noubel

Political science and media expert, Director of Internews Network in China.
Worked as Central Asia editor for the Institute for War and Peace Reporting, Internews Kyrgyzstan Country Director, UN observer, and Senior Analyst for the International Crisis Group. Areas of expertise include Central Asia, China, South Caucasus and the Himalayan region, with a special focus on Kyrgyzstan, Uzbekistan and Turkmenistan.



Arkadiy Dubnov

International observer of "Vremya novostey" newspaper and an expert on Central Asia and the CIS. Mr. Dubnov closely cooperates with the Moscow Center of the Carnegie Endowment for International Peace, and the Council on Foreign and Defense Policy of the Russian Federation

Erlan Abdyldaev

Erlan Abdyldaev is and expert on foreign policy, Director of Bishkek office of the British Institute for War and Peace Reporting (IWPR). Former Ambassador of the Kyrgyz Republic to the People's Republic of China, former Deputy Minister of Foreign Affairs of the Kyrgyz Republic. Currently Erlan Abdyldaev is a PhD Candidate at the Moscow Statå Institute of International Relations. Mr. Abdyldaev has a rank of Extraordinary and Plenipotentiary Ambassador of Kyrgyz Republic.

Kumar Bekbolotov

Kumar Bekbolotov is a political science and media expert, Chief Executive of Soros Foundation Kyrgyzstan office. Former Executive Editor of Central Asia News Agency, former Director of Bishkek office of the British Institute for War and Peace Reporting (IWPR). Kumar Bekbolotov closely cooperates with the Institute for Public Policy in research and analysis of current political situation, political institutions, as well as Kyrgyz foreign policy. He has Master's degree in Political Sciences (Central European University, Budapest) and Bachelor's degree in International and Comparative Politics (American University in Central Asia)


Leonid Bondarets

 

Leonid Bondarets is an expert in national security. Run active service in Soviet Union Armed Forces of Kazakhstan and Kyrgyzstan territory and in Armed Forces of Kyrgyz Republic. Former deputy chief of general headquarters operation of Armed Forces of the Kyrgyz Republic. Leonid Bondarets is a retired colonel. From 1996 till 2006 Mr. Bondarets was a head expert of International Institute for Strategic Research under the President of the Kyrgyz Republic. Science specialization of Mr. Bondarets is in military and military-political aspects of the national, regional (Central Asia) and global security. He is a responsible executor of Concept of national security of the Kyrgyz Republic.

 

 

 Marat Kazakpaev

Marat Kazakpaev is an expert in political science. Marat Kazakpaev is a senior instructor of political science department faculty of International Relations of the KRSU. Mr.Kazakpaev is also a senior instructor of faculty of International relations in the Institute of International Educational Programs Integratio named after J.Balasagyn. He also works as a senior research assistant of Institute of economics of the National Academy of Science of the Kyrgyz Republic, department of international problems.


 

 

Kadyr Malikov

 

Kadyr Malikov is a Doctor of political and Islamic research of Madrid University, director of independent analytical research center “Religion, law and politics”. Kadyr Malikov is a lector of the “Political Islam” course in the OSCE Academy, also is a subject leader on Islamic research of Social Research Center of AUCA. Mr. Malikov worked as a leading expert in Institute of strategic analysis and prognosis attached to KRSU. On a voluntary basis Mr. Kadyrov is a council of Home Office Minister on the political Islam issues.    

 


 

 

Eduard Poletaev

 

Eduard Poletaev is a political scientist, specialist in international journalism, chief editor of informational analytical “World of Eurasia” magazine. Mr. Poletaev collaborates with several international and Kazakh mass media; he is also a former Director of the British Institute for War and Peace Reporting (IWPR) in Kazakhstan. Eduard is author and co-author of several methodical manuals, books and brochures on economical, social-political and journalistic matters. Fields of professional interests of Poletaev are: Internet as a political category, theory and practice of political journalism, migratory policy, social stratification in transformation of the society, political image, ethnic conflicts, history and theory of Eurasia, language and politics, political regionalization.

The Institute for Public Policy is a Bishkek-based independent organization that was founded in April 2005. It aims at promoting formation of a practice of public policy and development of mechanisms of constructive interaction between state institutions, civil society, mass media and businesses. The Institute supports partner relations with many participants of public and political processes and aims at involving the public in the process of decision making.
